We use a regression discontinuity design that exploits the assignment to electronic voting based on population size in Brazil to identify the causal effect of enfranchisement on allocation of public spending. We find that an increase of 1 percentage point in the valid vote to turnout ratio for federal representatives increases the allocation of funds from the federal budget in 4.2%, and that experienced politicians are more responsive to the enfranchisement of low-income voters. Determinants of Creativity and Impact in Popular Music Abstract: What are the determinants of creativity, innovation and impact? In this paper I explore this question through an analysis of data from the Song Explorer podcast, where composers describe how they created a specific song. I mine their accounts to classify their processes into seven different, but not mutually exclusive, theories of the creative process. The result of this exercise suggests that the recombination of existing songs is a major process for the creation of new successful songs. The second step considers what kind of recombinations are associated with high impact. For each song in the sample I have one or more other songs which were explicitly indicated as an influence or inspiration. I use the music genre classification system Every Noise at Once, that provides a map of over 1,800 genres and millions of songs to create a set of descriptive statistics of the similarity of each song to their inspiration-songs. These statistics are then used as explanatory variables in a regression that seeks to explain impact (YouTube views per day since the songs` video release), while controlling for other determinants of song impact, such as the artists' established level of popularity. The results confirm the optimal differentiation hypothesis that the simultaneous presence of conventionality together with novelty, and not just one or the other, is a major determinant of creativity and impact. Abstract: Due to the deficit in the retirement accounts, pension reforms are discussed in many countries. However, most countries consider reforms that seek to extend working years, reduce the value of retirement or increase social security contribution rates. Just a few countries implemented a transition from the pay-as-you-go to the fully-funded system. In this sense, it is useful to analyse if the fully-funded system, which is characteristic of private pensions, is substitute or complementary to the pay-as-you-go system, which is characteristic of social security. If they are perceived as substitutes, then there is an opportunity for future pension reforms to implement a system transition. With this questioning and using Brazilian data, this work obtains strong evidence that these forms of pension are perceived as substitutes, with substitution rates varyng from 8.15% to 18.0%. For this reason, there is space for future social security reforms to propose a change in the way that pensions are financed instead of just changing the parameters of current systems. The main finding of the electoral competition equilibrium is that the stylized implementation of the proposal will likely increase Japan's already huge fiscal deficit and that it will only appease social cleavage, if the psychological feeling of equal treatment is large enough to compensate the poor citizen's utility loss. In that case, the equal-treatment feeling will compensate the loss due to a smaller provision of the previously targeted public services provision, to the poor, as well as the increased cost of universalizing, to the well-off. This gives a political economy foundation to Ide, Furuichi and Miyazaki (2016)'s fiscal reform proposal. On the other hand, if such psychological feeling is not high enough, then, under reasonable conditions, both the poor and the well-off will be dissatisfied with such a policy. This paper's findings relate to the contemporary discussion on universal basic income and on the targeting-versus-universal-policy debate. In that context, this paper analyzes the incentives' structure that influences the state or district deputies at the moment of proposing bills, by means of an economic model, which leads to the conclusion that the current institutional design of states' institutions has generated incentives for these agents to produce particularistic, irrelevant and/or unconstitutional laws. From the analysis, it is concluded that there is no effectiveness in expanding the constitutional attributions of state deputies if they do not have the technical competence in the elaboration of laws and public policies that improve the welfare of society as a whole or to carry out inspection activities and if control of constitutionality of state laws is not effective. If these conditions are present and as long as this list of constitutional powers of the deputies is not sufficiently expanded, the supervisory function is the alternative that maximizes social welfare. The main characteristic of this analysis is modelling the State as a player who not only designs the mechanism of the leniency program but is also the most affected by the cartel, and is especially interested at imposing due sanctions. Thus, we show how to harmonize the attractiveness of leniency and its advantage to the State keeping the focus on the deterrence effect. We find that, under certain conditions, leniency policies stop being an impunity factor and become a useful tool for fighting corruption. However, the paper shows that the formula to calculate fines currently adopted by the State makes it harder to meet these conditions. As the local governments play a crucial role in the PBF's provision of resources either guaranteeing and monitoring conditionalities or registering families in the program, we develop a social welfare theoretical model in which the incumbent mayor takes the problem of representative resident and sets the municipal supply function of Bolsa Família (BF). We estimate this supply function using panel data models with municipality fixed effects and year fixed effects by region. Our estimates show that mayors behave strategically by increasing the provision of BF during electoral years between 2.6% and 144%, depending on the region. We found North, Center-West and Northeast regions have intensities of electoral cycles above the estimate for Brazil and Southeast and South regions, below. This result may be because of the bigger information asymmetry among voters and the incumbent mayor, for instance, because residents of North, Center-West and Northwest regions are much less interested in monitoring and collecting information on politicians' performance than residents of the Southeast and South. Finally, the effects of the political cycles, those resulting from the partisan alignment of the mayor with the governor and president, were much less important for the implementation of the PBF than those of the electoral cycles. Um Estudo Aplicado de Equilíbrio Geral Computável Abstract: This paper seeks to analyze the recent tax reform proposal of Goods and Services Tax (IBS), elaborated by the Centro de Cidadania Fiscal. This proposal consists of replacing the main taxes on consumption (ICMS, ISS, IPI, PIS/Cofins cumulative and non cumulative) by a single Value Added Tax on Goods and Services (IBS). For analysis of the reform will be used a Computable General Equilibrium (CGE) methodology, modelled in Excel for the Brazilian economy of 2010. The results presented a considerable reduction in the prices of the sectorial production and a consequent increase of the production, evidencing that the simplification generated by the reform would have less distorting effect on the economy and a consequent increase of productivity. The ideal aliquot found for IBS that would maintain the current tax collection was 15.23%.
